SWDEV-340919 - Package rsmitst

Similar to I879b21428e6642f19fda67092b365d8b78b7ba7b.

Main CMake improvements:

* Add rsmitst with -DBUILD_TESTS=ON
* Package tests into rocm-smi-lib-tests.deb and .rpm
* Note - this breaks build_rsmitst.sh

Misc improvements:

* Add .editorconfig to normalize code formatting
* Export compile_commands.json
* Remove gtest source and pull from github instead
