* Installers for RHEL 8.8 and RHEL 8.9

- RHEL 8.8: Supports ROCm 5.6, 5.7, 6.0
- RHEL 8.9: Supports ROCm 6.0

* Update build-docker.sh

- fix PERL_REPO for OpenSUSE

* Update some workflows to use Node.js 20

* Fix Dockerfile.opensuse*
