Fix building w/ hip, etc. but w/o rocprofiler (#159)

- Fixes builds with `OMNITRACE_USE_ROCPROFILER=OFF` but
`OMNITRACE_USE_ROCTRACER=ON`
- Move rocprofiler/hsa_rsrc_factory.{hpp,cpp}` to rocm folder
