Changed module api to work with nvcc and hipcc path

Telusuri Sumber 
- Added cuda and cudart linking for nvcc path in hipcc
- Added hipMemcpyHtoD and hipMemcpyDtoH for nvcc path
- Changed hipDeviceptr to hipDeviceptr_t
- Fixed hipMemcpy*to* API signatues
