Temporarily comment out Hcc-specific APIs for CLang compiler

Temporarily comment out Hcc-specific template functions hipExtLaunchKernelGGL and hipOccupancyMaxPotentialBlockSize for CLang compiler so that all test cases under hip/samples can be built successfully for Clang + Hip/Hcc runtime.
