libhsakmt: hsaKmtGetNodeProperties add gpu_id

Add KFDGpuID to HsaNodeProperties to return gpu_id to upper layer,
gpu_id is hash ID generated by KFD to distinguish GPUs on the system.
ROCr and ROCProfiler will use gpu_id to analyze SMI event message.
