[HIPIFY][#1439] Add reinterpret_cast to args of some functions

+ Perl part of [#1458]
+ Affected functions: hipFuncSetCacheConfig, hipFuncGetAttributes
+ Implement function generateHostFunctions() in hipify-clang for that purposes
+ Update hipify-perl accordingly
