SWDEV-79445 - OCL generic changes and code clean-up
	Program compilation clean-up. Step#3:
	- Move getCompilationStagesFromBinary and getNextCompilationStageFromBinary to the abstraction layer.
	- Share the same functionality across GSL, PAL and ROCr backends
