SWDEV-276210 - Honor scopes for hipEventRecord

Honor hipEventReleaseToDevice and hipEventReleaseToSystem flags.
hipEventRecord would flush caches if no release flags are provided. To
change this behavior set ROC_EVENT_NO_FLUSH=1
