* adding pandas and pytest to rquirements.txt
* setting up requrements.txt

- if BUILD_CI -> force BUILD_DEVELOPER and BUILD_WERROR
- support python installed clang-format and python installed clang-tidy

- split into install-deps.sh and install-apt-deps.sh
