Some functions were __device__ only, but should be __host__ and
__device__, changed them to __HOST_DEVICE__.
Some functions were __HOST_DEVICE__ but were using ockl functions,
changed them to __device__ only.

* * rocDecode/ES parser: Added elementary stream file parser for HEVC and AVC.
* * rocDecode/ES parser: Added elementary stream file parser for AV1. Also cleaned up the bitstream ring buffer code.
* * rocDecode/ES parser: Added the IVF container file parser for AV1. Also fixed a bug in fill ring buffer function.

- The stream type detection checks the unique syntax patterns of the stream type and calculate the likeliheed score. Based on the score, the most likely type is determined.
- The current supported stream types are: AVC/HEVC/AV1 elementary streams, IVF AV1 streams.
* * rocDecode/ES file parser: Fixed an AVC decode regression due to a copy and paste error.
* * rocDecode/ES file parser: Added bit depth parsing for codec support check; Added stronger AV1 detection for IVF AV1 stream type.

* * rocDecode/ES file parser: Added exmaple code to use the built-in file parser.

- The member of the hipMemAllocationProp struct is named requestedHandleTypes. However, in HIP, it is named requestedHandleType. I have decided not to follow CUDA's naming convention, as it would require a lot of changes across HIP repositories (clr, hip, hip-tests).
- Fix hipMemGetAllocationPropertiesFromHandle to update out parameter properly.

The hipGraph will use VMM by default when allocating memory.
However, the handle of Phy mem has been added to Memobj by default.
Since the Memobj will track the whole address range from handle to
handle + size, this needs the system to reserve the whole address
range. If the system range have not reserved by the system, then it
will have the potential issue that clr finds the Memobj incorrectly.
This patch removes the handle from the Memobj to fix this potential
issue.

When all 64-bits of the signal value are 0, we can skip polling for that
signal.
We need to keep signals as 64-bit numbers as part of the spec. But most
users of ROCr do will never set the signal value to more than 32-bits.
When the dependent-signals are less than 32-bits, avoid adding extra
SDMA poll packet as this adds latency to the SDMA copies.
