Galantsev, Dmitrii 9d07110891 Fix out-of-bounds array access for --showvc 
get_od_clk_volt_info assumed the size of the file instead of checking
the length. This caused out-of-bounds array element access.

Using new ExtendedCoherent KFD HSA memory flag to achieve system
scope coherence on atomic instructions. Non-compliant systems may
have the need to perform explicit HDP flushes to achieve system
scope coherence using this flag.
