In hip-runtime-amd RPM package the autoreqprov field was disabled. So the package provides list will not have any libraries
Other packages that depends on hip libraries will be having the reported issue.
Disable the RPM autoreq field alone, so that the package provides list will have libraries

In ASAN builds, the compiler used is clang. The initialization of
variable sized array using assignment operator is causing compilation
failure in ASAN builds. Used memset to fix the same.

librocm_smi64.so.MAJOR is used for runtime, thus the python front end
should not be loading the .so binary, but rather the .so.MAJOR binary.
As well, it's good not to hardcode "lib" as some distros will change
this.
rsmiBindings.py is now generated with CMake
