RHEL8 now being supported until EOS, rebuilding rhel8 bins for rocm7 (previously built for rocm7 rhel9).
Remove roofline-rhel9-rocm7, replace with new roofline-rhel8-rocm7.
Update check for roof bin.
Update any doc mentions of rhel min support version back to rhel8.

- When doing device/stream sync, we can submit a handler which may
introduce some host side delays. Use DEBUG_CLR_BATCH_CPU_SYNC_SIZE to
batch commands for host wait. Default for HIP is 8 commands.
- Investigation is underway in ROCr but need to address this for now in
HIP runtime.

- Provide better handling/doc for average_flattened_ints()
- Group xcp metrics with brackets in human readable + adjust output size
