Maneesh Gupta c4574981af [ci] New CI flow 
- Removed hcc integration logic for now
- No longer publish docker images to artifactory or docker hub
- Switch to new docker images and new test node

Kent Knox c5104f9fca [ci] Fixes to remove repo.radeon.com build-args 
HiP docker images should inherit the repo information from the hcc image,
so no need to duplicate in HiP again
