* Let it run on NVCC path too

Ben Sander 681f560fe1 Sample improvements. 
- Enable -O3 for hipDispatchLatency.
- Use nearly-null kernel to prevent it from being optimized away.
- Formatting for hipDispatchLatency.
- Formatting for hipInfo.
