Fix segfault on p2p copies when 2 agents cannot access each other's
memory (usually because the PCI BAR's are out of range). The
AcquireAsyncCopyAccess function should return NULL in that case, so that
the test can be skipped.

The function IDs used to be 0 on previous asics but on gfx94x and newer
asics, these bits are set. These bits are used by user applications to
uniquely identify the locations of GPU nodes. These exta bits break
hwloc and are not needed for rocrtst.

Copying memory from device to host with a CPU agent
would cause a poor performance due to the reading of
uncahced device memory by CPU.
Fix it by using a GPU agent.

Add the hard limit of allocation size to be 1/2 available vram
to avoid allocation failure when allocation size equals to vram size.
Add printing block size in each round to report progress for long running
test
Add the block size skip info in result form(if any tests skipped).

Pool size was being used where alloc_max_size should be.
Changes are necessary on NUMA systems where not all nodes have
installed memory.

In several places aql packets were written to queue all at once
instead of doing the header atomically. These cases have been
fixed.
There were a few hsa_signal leaked that have been addressed.
There was some duplication of code that has been addressed.

IPC was failing due to calling fork when HSA was open. The fix
was correcting incomplete cleanup in several other tests.
TestBase::Close (via CommonCleanUp) now checks that HSA is properly
closed between tests.
rocrtstPerf.Memory_Async_Copy uses hwloc which uses OpenCL which
has no shutdown routine. Consequently this test can not cleanup
properly. I added a hack to force HSA refcount to the value
it should have if OpenCL were cleaning up but this leaks resources
and potentially puts hwloc & OpenCL in a bad state.
OpenCL loads LLVM which installs some exit handlers. Those handlers
can't execute in a child process and can't be removed since OpenCL
doesn't cleanup. IPC hacks around this by aborting rather than exiting
in the child process.
