Cmake will do the post processing required for RPATH or any other
needed for the libraries only if installed as libraries not as
regular files

In HsaTimer::correlated_pair_ns, the time ID should be used to
select the clock ID passed to clock_gettime.
In MemoryPool::allocator_default, pass the correct value to realloc.

Increasing the timeout will avoid some test failures. This shouldn't
mask any issues as any incomplete shaders should still hang and would
just time out at 180 sec instead of 120 sec.

RDC is trying to bulk fetch power usage from gpu_metrics. If the
gpu_metrics is 0, it will fallback to rsmi_dev_power_ave_get().

CppHeaderParser has limited support for unnamed structs. It leaves the
name empty so this results in classes (a.k.a structs) having trailing '::'
characters, also giving no way to distingush two unnamed structs at the
same level of nesting. An example are the inner structs of
hipExternalSemaphoreSignalParams. The workaround consists in skipping
over these, so they are not generated in the output header file
which lists all ostream ops<<. Only the inner unnamed structs are skipped,
the rest is processed as it should.

Prevents poorly written tools which throw in tools interface
callbacks from causing ROCr to catch and return a generic error
code.

amdgpu_cs_submit can fail intermittently if another process has too much
memory reserved at the time. Allow a small percental of command
submissions to fail to make the test more robust.

Delayed page faults from a terminated process can be attributed to the
next process with the same PASID. Work around that by adding a delay
after the Exception tests to allow the kernel to clean up any fault
storms before the next test.

It is available in the "rsmitstReadOnly.TestPowerRead" test, and
is displayed as: "Default Power Cap: #uW" (where uW is microwatts).

Instead of throwing "Unsupported clock" errors for ASICs that don't
support a certain clock type (e.g. dcefclk on MI-series), just dump the
warning to logging.debug and don't try to read the clock
