Test for HQD preemption during stalled context restore. Added for

Replace the stop reasons ttmp11.trap_raised and ttmp11.excp_raised
with ttmp11.wave_stopped which indicates that the trap handler has
halted the wave as the result of an event (trap, single-step or
exception).
If the wave is stopped because of a trap, also record the trap_id in
ttmp11.saved_trap_id[7:0].
Save status.halt in ttmp11.saved_status_halt, so that it can be
restored when resuming a wave (changing a wave's state from stopped to
running or single-stepping).

Write access is required for some RSMI services. This change
temporarily permits write access so configuration can be done,
and then turns it off.
To help with this, the ScopedCapability struct is introduced to
provide scope limited access, helping to ensure a process is not
left with extra capability, should an exception occur.

RDC_EVNT_XGMI_[2-5]_THRPUT were missing from RDC. Additionally,
these were handled as "pseudo" events, but this is not
necessary.

Previously, during the rsmi_init discovery process, the existence
of an hwmon# directory was used to distinguish between gpus nodes
and non-gpu nodes. This isn't reliable in some scenarios. Instead,
the existence of the vbios_version file is used as an
indicator that the node is indeed a gpu.

The rdc may install third party library in its local folder. We
need to disable the Autoprov to prevent the rpm add provides
for them.

The purpose of this patch is to fix a power cap bug for --setpoweroverdrive.
This bug occurs when the user attempts to set a lower wattage than the current
or default wattage, which displays an unnecessary warning message.

Install the grpc lib to rdc/grpc/lib and add miss libraries.
Add “--no-as-needed” and all extra grpc libraries in rdci/rdcd as
RUNPATH will only search direct dependencies.

To support single stepping the instruction preceding an s_endpgm,
unwind the PC by 8 bytes and set ttmp11[9] to notify the debugger
that the wave is halted with a modified PC.
Bump the debug r_version for this new trap handler ABI.

- Remove gfx800, gfx804 and gfx901 as they do not exist.
- Map the V2 note record of "AMD:AMDGPU:8:0:0" to gfx802 as they are
the same target just connected to a differnt motherboard.
- Correct typo for supporting gfx902:xnack+.
- Support agent names with a minor or stepping version greater than 9.

Instead of looking solely in ../lib, try looking in any /opt folder as a
backup option. This is a little more robust and hopefully leads to fewer
issues trying to find the lib

The RDC provides a wrapper to bulk fetch metrics from rocm_smi_lib.
If the video card does not support bulk fetch or the metrics cannot be
bulk fetched, it will fallback to fetch them one by one.

If we fail to find an expected temperature or voltage label
file, previously we were attempting to re-add a mapping of file
index to sensor types. Attempting to insert a map item that is already
present has no effect, so there should be no functional change.
This was a remnant of old code that should have been deleted.

The environment variable RSMI_DEBUG_INFINITE_LOOP is introduced
to facilitate debugging RSMI in user applications. When this
env. variable is non-zero, an infinite loop will be entered in
rsmi_init(). At this point, a debugger can be attached and RSMI
can be debugger. This only applies to debug builds.

The %{dist} suffix is part of the package name due to
CPACK_RPM_PACKAGE_RELEASE_DIST, but the string provided to the
"REQUIRES" field lacks it. Add it in here so the devel package can
reference the thunk package correctly. Use a nice function suggested by
Cole since CPACK_RPM_PACKAGE_RELEASE_DIST has caused some infra issues
in the past
This works for packages build in both Ubuntu and CentOS
Also fix a mistake in the naming for DEBIAN packages, which should be a
no-op since both the DEBIAN and RPM PACKAGE_RELEASE variables are the
same right now

for any of the "set" functionality, add it to "Suggests".

Now that rocm-smi is deprecated, change the DEB/RPM info so that it
provides the rocm-smi package. This will allow for a seamless transition
over during ROCm upgrades
