Charis Poag	ede0e6318d	Fix python unittest not installing amd-smi-lib-test package install ... Moving to TESTS_COMPONENT allows files to be placed within the amd-smi-lib-test package. Previously, was put within the amd-smi-lib package, which will never be triggered for installation with latest changes.
