Create a new top-level CMakeLists.txt file to control building thunk
and ROCr. kfdtest and rocrtest are built separately.
Most of the cmake code that existed for thunk, ROCr, rocrtst and kfdtest
still reside in their respective CMakeLists.txt files, except the
CPack packaging directives which have been moved to the top-level
CMakeLists.txt.

The current state of hsa-rocr does
NOT requires thunk lib as its dependency.
Its unnecessary pulling thunk package while
installing rocr. This patch corrects
the same

Using branch point for count since last change since we don't
have questions answered on tags yet.
Removed unused CMake files.
Restructured CMake to use the cache rather than only commandline
and be ccmake & cmake-gui friendly.
Dependency search paths are added for the Repo tree layout.
Search paths still needed for install paths.
Simplified packaging. hsa-ext-rocr-dev package and contents now
build from the package CMake rather than being 3 separate projects.
Not applying new version number or new install paths!

Check if it is true or not. The string() call would define this to an
empty string, which would pass. This would then leave a trailing -
in the version string, which dpkg would error on during package
installation.

Version is now a fixed string that matches previous internal builds.
This also matches released DEB/RPM builds (but not github versions).
