Currently, using --gtest_filter will override any exclusions from
kfdtest.exclude. To add an additional test (or set of tests) to the
exclusion list dynamically, the --exclude (-e) flag will allow the user
to pass in a string of GTest-style exclusions to add to the list
generated by kfdtest.exclude
e.g. run_kfdtest.sh -e "*KFDLocalMemoryTest.*:KFDEventTest.*"
will use kfdtest.exclude, but will also exclude all LocalMemory and
Event tests

This patch changes the error handling for setClockRange.
When a device does not support modifying a clock type (sclk/mclk),
an error message is printed through the python CLI.

Note that libdir must be overriden to "lib" before including
GNUInstallDirs, because by default, cmake tries to detect the libdir
path, but ROCm packaging would like to use lib by default for all
targets. This does not stop the user (or distros) from overriding.
Also note this change does no take into account the changes needed to
non-cmake files, such as perl scripts, so not all paths combinations are
necessarily functional.
