Charis Poag 31a1fcce7d Add rsmi_dev_power_get
* Updates:
  - [API] Added rsmi_dev_power_get(uint32_t dv_ind,
                                   uint64_t *power,
                                   RSMI_POWER_TYPE
                                   *type)
          provides generic get to average or
          current power & provides backwards
          compatibility
  - Added a utility function to get MonitorTypes
    (monitor_type_string(type)) &
    RSMI_POWER_TYPE (power_type_string(type))
    strings
  - [Tests] Added rsmi_dev_power_get tests and
    provided better verification of return values for
    all power APIs
  - [Tests] Updated power outputs to show correct
    units
  - [example] Now uses avg, current, and generic
    power functions with type output response

Chris Freehill 7e17684532 Correct TestPerfLevelReadWrite test
Enums referenced in the test did not match what's in rocm_smi.h.
Added static assert to try to catch this. Also moved enum string
map to test_common.cc/h where other such maps are.

Also, fixed some cpplint issues.

Chris Freehill a0817d6b13 By default, only consider AMD GPU's in RSMI device list (#36)
With newly added initialization parameters that can be
passed to rsmi_init(), you can tell RSMI to consider other
devices.

Also:
-fixed incorrect header file name that would break in C
builds
-modified rsmi_init() and rsmi_shut_down() to reinitialize and
clear static structures
