* rocprof-compute: Default roofline to GPU 0
Previously was running the roofline test on ALL GPUs but only
selecting the first entry in the roofline.csv. So even in default
ALL case, GPU 0 was selected.

Some sections were being displayed multiple times in the web GUI.
Code to append the section was nested inside the subsection loop,
so each time a new subsction was appened to the section,
the entire section was appended.

- Update README.md with blurb for top-level files.
- MIT License explicitly mentioned for relevant projects.
- Removal of years.
- Copyright attribution should be to `Advanced Micro Devices, Inc.` and not `AMD ROCm(TM) Software`
- Removal of `All rights reserved.`
- Reduce line width of the text for readability.
- Add clear visual separators for additional licenses.
