Updates:
- Separate extra APIs calls from amd-smi CLI to target specific CLI commands that need them.
- Remove extra current_compute_partition SYSFS calls from amd-smi static.
- Remove the partition information from the default `amd-smi static` CLI command.
- Users must now use the `-p` argument to view partition information with `amd-smi static`.
- The help text for the `partition` argument has been updated to reflect this change.
- The partition information can still be accessed using the `amd-smi partition -c -m` or `sudo amd-smi partition -a` commands.

When argparse parses multiple invalid arguments, the error
message displays only the last argument and this leads to
confusion. To avoid the scenario, added valid command check
before argparse and in case of invalid first command, added
new exception.

Modified amdsmi_cli to accept case insensitive arguments if
the argument does not start with a single dash(-).

new command includes following arguments:
- current - display the current partition information for the selected
gpu(s)
- memory - display memory partition information for the selected
gpu(s)
- accelerator - display accelerator partition information for the
selected gpu(s)
additional functionality will be added as more partition APIs are added.

amd-smi is installed in /opt/rocm-ver/bin, but not as a soft link in wheel package
For amd-smi to work from bin directory, it need the extra path to find the dependent python scripts in /opt/rocm-ver/libexec/amd_smi
