Charis Poag 0025ebafca Add ROCm 6.1.1 changelog, ROCm SMI deprication, vbios fix ...

* Updates:
    - Add ROCm 6.1.1 Changelog updates
    - Add planned ROCm SMI deprication notice
    - Fix rocm-smi --showvbios showing extra errors
      for GPUs which do not have a VBIOS (MI300a ASICs)
