EPR #418590 - Fix improper check for temp path.
	                       - Existing code will change temp path to "." if tempPath is "C:\Windows\Temp\"
	                       - Need to make sure temp path will be changed to "." if tempPath is "C:\Windows\" or "C:\Windows"
