Rupam Chetia 421df7b02a [dtest] Additional tests for hipDevice APIs
APIs: hipDeviceGetAttribute(), hipGetDeviceProperties(),
      hipDeviceGetByPCIBusId() and hipDeviceGetPCIBusId()
1. New negative test cases for each API.
2. Additional attributes for testing with hipDeviceGetAttribute()
