SWDEV-79278 - [OpenCL][GFXIP9 Bring up] Add the Vega10 DeviceInfo entry and the gfx90X control functions.
	- modify getHsaDeviceId() to use HSA_AGENT_INFO_NAME to determine the HSA device ID.
