Add dynamic arrays of devices to avoid array overflow.
Fixed the following tests:
Unit_hipDeviceGetByPCIBusId_WrongBusID)
Unit_hipSetDevice_ValidVisibleDeviceList
Unit_hipSetDevice_MinRvdMaxHvdDevicesList
