Chris Freehill a6acf24ae7 Handle different levels of rdcd privilege ...

Depending on how a user starts rdcd, rdcd will either have
full monitor/control capabilities or have just monitoring
capabilties.

The only 2 user ids allowed are "rdc" and root.
