OMPT tool tracing

OMPT tracing.

Properties

Configures tool for callback tracing.
Configures tool for buffer tracing.
Sets up callstack for tracing kind names and tracing operation names.
Create a specialized (throw-away) context for handling ROCTx profiler pause and resume.
