David Yat Sin 6140d8a66d Implement alternate scratch ...

The alternate scratch memory is used for dispatches that have a low
number of waves but relatively large wave size.
This allows us to keep the tmpring_size.bits.WAVES field of the main
scratch to full occupancy.
