Change to generate hipVersion.h (#1726)

HIP_VERSION_MAJOR, HIP_VERSION_MINOR, HIP_VERSION_PATCH and HIP_VERSION pre-processor macros are now defined in hipVersion.h instead of being set by hipcc.
