EXSWHTEC-27 - Implement tests for hipDeviceSetSharedMemConfig and hipDeviceGetSharedMemConfig (#2920)
- Negative parameter tests
- Default return value test
- Multithreaded test
- Adjust hipDeviceSetGetSharedMemConfig tests according to new return value.
