[rocprofiler-sdk] ROCpd GOTCHA Fix (#720)

* Update GOTCHA submodule

- public API for gotcha_init
- switch repo to ROCm/gotcha

* rocpd interop GOTCHA updates

- fix issues wrapping dlopen/dlsym
