Revert "adding HIP_ENABLE_LAZY_KERNEL_LOADING flag"

This reverts commit a3b730b595.

Reason for revert: HIP_ENABLE_LAZY_KERNEL_LOADING is needed before the runtime is initialized, so this utility cannot be used
