[ci] Disable hipVectorTypes* tests in CI

Disable directed_tests/deviceLib/hipVectorTypes.tst & directed_tests/deviceLib/hipVectorTypesDevice.tst in CI due to HCC regressions. Once HCC fixes are in, the tests can be re-enabled in CI.
