SWDEV-77584 - Fix ocl_conformance compiler failures.
1. If compiling in debug mode, linkImpl wasn't called and kernelNames wasn't set
which led to CL_INVALID_KERNEL_NAME errors in debug configs in TeamCity. Looking at AMDIL
code, there is no reason to skip linkImpl in debug mode.
2. Set types to TYPE_LIBRARY/TYPE_EXECUTABLE. This fixes ocl_conformance compiler program_binary_type.

SWDEV-77584 - ORCA RT: Preparations for enabling HSAIL on OpenCL 1.2 by default. Call aclLink always even for single library/binary.
[Reason]
If the binary is linked with an option -create-library & actually without any other modules to link, the binary is not changed except the ELF type, which should be ET_DYN according to OpenCL spec. Setting this ELF type did not perform previously, because aclLink was not called in case of single binary.
After switching to HSAIL by default program_binary_type from conformance/compiler test (at least, but may be some others) would fail.
aclLink correctly handles situations with no libs to link, and correctly sets the corresponding ELF type for the "linked" binary.

Purpose:
Use the same Finalizer & loader for both HSA & ORCA RT.
AMDIL path is not affected.
Changes:
1. The whole BRIG is finalized now instead of per kernel finalization (both in gpuprogram & hsail_be).
2. HSALoader is changed in order to work with CodeObject and new HSA Loader's API <96> Context. Now it is in ORCA<92>s gpuprogram instead of Compiler Lib.
3. brig_loader.cpp is removed from compiler lib, as well as __aclHSALoader function exports from the whole stack.
4. BIF .text section now contains the whole finalized HSA CodeObject instead of separate symbols for finalized kernels.
5. ORCA RT now works directly with amd_kernel_code_t and doesn't need any SC metadata anymore.
6. aoc2 is supplemented with fake offline loader correspondingly.
7. amdocl/complib make sytem changes.
8. test_driver.pl update.
ToDo:
1. Implement disassemble() & BuildLog() functions to support ISA dumping & SC error handling (Konstantin).
2. Global variables initialization by pragma reference (Konstantin). Test to verify: test_basic progvar_prog_scope_init.

ECR #333753 - Compiler Lib/ORCA RT/Performance: BRIG in BIF is not needed anymore for finalizing & executing ISA (except cases with program scope global variables).
[Description] The feature is intended to minimize the binary size for execution.
This is half-hearted solution: If -fno-bin-cg is set, then after ISA finalization all BRIG sections are removed from the binary, but if there are program scope global variables in code, the option is ignored and all BRIG sections retain in binary for further globals allocation & initialization. The complete solution awaits Code Objects implementation.
