Add data verifing after hipStreamSynchronize() call.
Enable the following in Linux
Unit_hipStreamBeginCaptureToGraph_CaptureDepGraph
Unit_hipStreamBeginCaptureToGraph_IndepGraphsThreads
Remove REQUIRE() in data verifying because it generates
too many assertions and makes "-s" very slow

hipDeviceSynchronize called from __hipUnregisterFatBinary
accesses static maps and monitors. This change ensures these ojects
are not destroyed before __hipUnregisterFatBinary is called.
Additionally it disables the teardown process for static build.

In order to check partition id's we must continue to check # of devices.
Since this fluctuates with partition updates
and there are drm minor limitations.
For the drm minor limitation of 64, user must remove other drivers
using PCIe space. You can see these by:
ls /sys/class/drm
Recommend: rmmod unneeded driver and reload amdgpu. In order to
ensure CPX can enumerate with all XCP (Graphic Cluster Partitions).

This issue was happening because of incorrect usage of getStream call,
if we get the null stream first and then typecast it, and call on
getStream again, we lose the advantage of simply passing "nullptr" to
indicate NULL stream. Thus we enter the waitActiveStream call and add
barriers to sync across streams.
