The purpose of this patch is to add CU occupancy functionality to showPids
by calling rsmi_compute_process_info_get from the LIB.
Now showPids shows the following information on (KFD compute) processes:
PID, process name, GPU(s), VRAM used, SDMA used, and CU occupancy.

A new Grafana dashboard file rdc_grafana_dashboard_example.json
has been added to the folder python_binding. User can import
this dashboard to monitor multiple compute nodes.
To display the host name only in the dashboard, the
rdc_prometheus_example.yml is also changed to create a new label
short_instance which will not have the port number.

Fix for issue where rocrtst could not be built if out directory
was outside the src (WORK_ROOT) directory due to hard-coded
relative path for OPENCL_INC_DIR.

The purpose of this patch is to check for amdgpu driver initialization
before attempting to initialize rocmsmi in the CLI.
Additionally, since the '--help' functionality does not rely on anything
external to the CLI, it can now be called without the driver initialized.

that for product name and product SKU if it exists.

Reserve some space in the context save area for the debugger's
use. There should be 32 bytes per wave for a given queue.

The queue control stack size cannot exceed 0x7000 on ASICs
gfx1010 through gfx1031. The lower limit is not achievable
with AQL so this should have no practical effect.
Fixes control stack size overflow on large ASICs.

The error checking macro IS_OPEN returns an hsa_signal_t.
This conflicts with the return type of uint32_t.
Add an assert and rely on spurious return rule to return zero
when rocr is not initialized.

The purpose of this patch is to implement --setclock functionality for
all of the valid clocks (can be set with --setclock TYPE LEVEL).
The valid clocks are: dcefclk, fclk, mclk, pcie, sclk, socclk.
This functionality uses the existing 'setClocks' method.

VRAM and SDMA usage can be 64-bit long numbers. Use stoull()
instead of stoi() to convert the VRAM and SDMA usage strings to
numbers.
