SWDEV-238517 for enhancing hip unit tests
Change-Id: Ib262185ce2692036e11c0f95ccb850eb3bce1c81
[ROCm/hip commit: 8a8af8e992]
3 hipMemset*Async* direct tests will crash in static lib because
some hsa objects are not initialized when hip apis call them.
The fix will make the hip apis called in main() so that hsa objects
have been initialized at that stage.

[ROCm/hip commit: f9726a727d]
1.Make directed_test apps linked against static libs
of hip, rocclr, rocr, roct and amd_comgr.
2.Remove custom_target amdhip64_static_combiner.
3.Support EXCLUDE_HIP_LIB_TYPE <static|shared>.
4.Simplify argument list parsing.
5.Install rocclr when rocm is installed.
6.Fix some original small bugs.
Revert "Revert "Make directed_test support static libs""
This reverts commit 4a8a95a8e9.

APIs tested: hipMemcpy, hipMemcpyAsync, hipMemcpyHtoD, hipMemcpyHtoDAsync
hipMemcpyDtoH, hipMemcpyDtoHAsync, hipMemcpyDtoD,
hipMemcpyDtoDAsync
-Scenario-1:: The aim of this test case is to cover all the negative test cases
for 8 hipMemcpy apis
-Scenario-2:: This test launches NUM_THREADS threads. Each thread in turn tests
the working of 8 hipmemcpy apis
-Scenario-3:: This test case verifies the working of Memcpy apis for range of
Memory sizes from smallest one unit transfer to 1GB.

[ROCm/hip commit: 858b7e027e]
hipSetDevice is not used correctly to allocate on multiple devices in mGPU setup.
Due to which hipMalloc was called on the same device on multiple threads leading to out of memory issues on some devices with lesser memory.

[ROCm/hip commit: d701632e01]
Reverting #1673, #1697 and #1707.
Support for hipMemcpyWithStream and memcpy optimizations, will be brought in again once issues seen with these are resolved independently.
[ROCm/hip commit: e53fc316f1]
Reverts changes made in #1399. This is a RT api test. For testing hipMemAllocPitch , a new test should be written and that should use correct memset API.
