Updated OS test matrix to match ROCm 6.2.
Update build and CI docker files
Remove the "docs" workflow, because "read-the-docs" is now being used for ROCm documentation
Checks the decoding of AQL packets for SQ Waves by
launching a kernel, injecting the AQL packets, and
decoding the result. This does not use write interceptor
but does this check on a raw HSA stream with direct
injection.
Prevent's multiple setups of agent profiling on the same agent.
Fixes agent read context to only read agents that were setup.
Prevent copy of agent profiling internal data struct and reset
hsa_signal on move to prevent inadvertant delete.
* Renamed agent profiling service to device counting service
Name more aptly represents what agent profiling did (device wide
counter collection). Conversion of existing user code can be
performed by the following find/sed command:

When ROCr is built as a static library, global variables
were often not initialized to valid values at their first
use. This change addresses that problem.

In a previous change we started using "MI300" for gpu_model instead of the full
"MI300X_A0" or "MI300X_A1", etc.
The XCD detection code was using gpu_model and expecting the full name, causing
the XCD count = 1. Passing chip_id fixes the issue.

Add OCCUPANCY_PERCENT which uses OccupancyPercent
Add GR_ENGINE_ACTIVE which uses GPU_UTIL/100
Add TENSOR_ACTIVE_PERCENT which uses MfmaUtil
Modify FLOPS_64 to use FP64_ACTIVE

Fix VirtMemory_Basic_Test permissions to adjust for previous change to
the hsa_amd_vmem_set_access behavior change that was done with this
patch:

Devices older than GFX90a hit a segfault on queue unmap when an
SDMA queue has been assigned a fixed engine. Bypass fixing the
engine for these devices for now.

If you build thunk following the instructions in the thunk's README,
there is no /lib folder in the build folder. Adjust the include path,
and clean up the docs to reflect that. The header include is already
defined in the CMake file as ../../include, so we don't use
LIBHSAKMT_PATH for that linking, just the lib location

and error handling across various functions: handle null checks,
use-after-free, unchecked returns, and memory leaks.
