Karl W. Schulz 6827c3a5dd Update error message to be more accurate when roofline binary is

Karl W. Schulz 9cbe1446ca updated version query to also include git version info. Delineate 
between development mode (git clone) and release version where the git
sha is stored in top-level VERSION.sha file. Closes #20.
