SWDEV-144570 - Fix pointer attribute query.
- For memory not registered with runtime, return
`hipErrorInvalidValue`. That's the behavior expected to check whether
a host buffer is pinned.
- Return `hipErrorInvalidDevice` in case a registered memory object
cannot find its matching device.
