Pranjal Swarup 0497b7934f Update RCCL-tests in examples folder (#261) ...

- Create a local copy for ROCm/rccl-tests for our examples.
- Update argument parsing to no longer use getopt_long.
- Workaround for Dyninst instrumentation.
