tracing NS + category region component

- made library.cpp impl more broadly available
- support for perfetto args
- MPI wrappers encode args and return type
- new categories / perfetto categories
- omnitrace_library category -> libomnitrace
- omnitrace_dl_library -> libomnitrace-dl
