SWDEV-143465 - HSAIL - Compiler Lib - Stop supporting SPIR binary on CI+ as well

	This change plugs a hole when compiling from SPIR precompiled binary is possible on CI+ devices without option "-x spir" specified.
	SPIR text has been already deprecated.
