Remove targetId_, gfxipMajor_, gfxipMinor_ and gfxipStepping_ from
device::Info as they are now available in device::Isa.

Use strncpy instead of strcpy to ensure the arrays will not be
overflowered. Only copy one less than size of char array to leave a
NUL character at the end even if the copy is truncated provided the
original object is zeroed memory.

For roc devices create hsa_agent_t handles using a pointer to the
device::Device. This ensures each device has a different hsa_agent_t
handle. This may be necessary to ensure the loader symbol lookup will
search only symbols for the correct device.

roc:Settings and pal::Settings are derivations. Allocate them as their
derived class then assign that to the base class member to avoid the
need for a static_cast.
Use device::settings to access the Settings consistently.

- Add assertions to enforce that objects are of the correct kind and
have been allocated.
- Make destructors check if objects have been allocated before
deleting.
- Operations that require a non-NullDevice return failure if given a
NullDevice.

Rename functions that access devices to reflect the derived device
they return. This includes the base device::Device and the derived
gpu/pal/roc device classes in both NullDevice and Device forms. Change
to use the least derived versions to clarify what operations will be
available.

PAL doesn't perform chunking for system memory allocations, hence we
should fall back to using pinned memory for mapping large buffers.

A device's offset in Pal::AsicRevision could be changed from time to time, while the current implementation assume the offset never changes.

PAL may internally align up the allocation size to the page size
reported by KMD. This will cause a mismatch in size between OCL and PAL.
To avoid this, use PAL size when updating the free memory counter on
both alloc and free.

On ReBar systems the invible heap is not present, so in theory we should
fail creating the suballocation chunk, however PAL doesn't report any
errors.
To make sure we never fail, allow creating the allocation in the visible
heap and system memory.

This is helpfull to do when debugging issues on lowend asics. Navi14 can be emulated as Navi10. So can Navi22 be emulated as Navi21.

With the PAL_ALWAYS_RESIDENT flag memory objects are resident at allocation time, no need to make them resident again before submit.
Also we should never evict anything with this setting, or we'll generate a VM fault.

Replace amd::Atomic with std::atomic. Remove make_atomic uses by
converting the variable to std::atomic and making sure the memory
order is relaxed when synchronizes-with is not needed.
Delete utils/atomic.hpp.
