* clr: SWDEV-547890 - Maintain an MQD for the emulated AQL queue
To simplify the shader debugger implementation, maintain the relevant
parts of the emulated AQL queue's MQD (amd_queue_t): read_dispatch_id,
write_dispatch_id, compute_tmpring_size.
With this MQD, the shader debugger can handle the emulated AQL queue
the same way it does the real AQL queue, no specialization is required.
* clr: SWDEV-547890 - Conservatively update the MQD's read_dispatch_id
The read_dispatch_id cannot be smaller than the current aql_packet_id
- hsa_queue.size for the debugger to work correctly.
The read_dispatch_id really should be updated when the CmdBuf is marked
as complete. Left a FIXME to address it in a future commit.
- Refactor deviceLocalAlloc arguments
- Refactor hostAlloc code, have cleaner interface
- Kern args buffer need to have execute flag set as CP enforces this on
certain newer HW.
Only when memory type is Local and the invisible memory is +ve
Should also fix SWDEV-490991

This PR adds UberTrace-based tracing support to ROCclr's PAL device class.
Legacy RGP-based tracing is still available and is the default.
If UberTrace support is enabled tool-side, this new code path will activate.

Heap initialization used device queue, but it shoudl be used for
cooperative launches only. Heap initialization must use the same queue
as the current dispatch.

The heap must be cleared once per device, but ROCclr doesn't
create a queue per device in HIP. Hence, the clear operation will
be performed during the first queue creation.
